How to Turn a Photo Into a PDF on Your Phone, No App Needed
The easiest way to turn the photos on your phone into a single PDF without installing an app. Step by step for iPhone and Android.

You photographed a document, and now someone says "please send it as a PDF". You do not need an ad-filled scanner app for this; the browser on your phone is enough.
Step by step on iPhone and Android
- Open Image to PDF in your phone's browser.
- Tap the box and pick the photos from your gallery. You can choose several; each becomes its own page.
- Drag the pages into the right order.
- Choose the page size. A4 (or Letter in the US) is the safest choice for official documents.
- Create the PDF and download it. It lands in your phone's Downloads or Files folder.
The photos are never sent to a server; the conversion runs inside your phone. That matters for IDs, receipts and medical paperwork.
Taking a good photo of a document
- Do not stand with the light behind you. Your shadow should not fall on the page; light from the side, near a window, works best.
- Hold the phone parallel to the paper. A page shot at an angle looks skewed in the PDF.
- Use a dark background. White paper on a dark table gives clean, sharp edges.
- Fill the frame. Get close enough that the page covers most of the photo; extra table around it only adds file size.
If you want shadows removed and the paper whitened, like a real scanner, use Scan to PDF.
If the file comes out too big
New phones take photos of several MB each. If you hit a size limit, shrink the finished PDF with Compress PDF. If you need to send the photos as JPG instead, PNG to JPG does the job.
Open: Image → PDF, free, and your file never leaves your device.
